Legal basis
The associate/provisional licenses come from Act 93 (SLH 2024, H.B. 1830), approved 6/27/2024; the licensure parts take effect July 1, 2026.
Full applications
The full MFT and MHC licensure applications don't mention the new provisional/associate license. A new MFT or MHC grad reading only a full application wouldn't learn they must hold a provisional license first after 7/1/2026. (Note: the associate psychologist license is optional — post-docs may instead work as a 'psychological assistant' without it.)
Social work
By design, Act 93 created no associate social work license — only insurance reimbursement for a supervised 'clinical social work intern.'
MHC exam
Full MHC licensure requires the NCE, not the NCMHCE. The NCMHCE survives only in a closed grandfather clause.
Renewal cycles
Full MFT, MHC, and Social Work licenses renew every 3 years (triennial); the full psychology license renews every 2 years (biennial). Associate licenses are annual.
Reimbursement
While Act 93 helped create an insurance reimbursement pathway for associate/intern services, the end goal is to improve the quality and quantity of our mental health workforce in order to increase access to and utilization of such services in Hawaiʻi. Supervisor must be a contracted provider; Medicaid subject to CMS approval.
