Back to all licensesStatute HRS 465 (Act 93, SLH 2024) Scope of Practice Optional license. Practice psychology ONLY under the direct supervision of the named Hawaiʻi-licensed psychologist, while completing post-doctoral supervised experience. A post-doc may instead work as a 'psychological assistant' without this license — but holding it enables insurance billing, use of the 'associate psychologist' title, and the ability to sit the EPPP during the provisional year. Supervision Direct supervision by a Hawaiʻi-licensed psychologist with a current, active, unencumbered license (must notify the Board within 10 days of ending supervision). Examination None to obtain it. An associate psychologist IS authorized to take the EPPP upon issuance of the provisional license (during the provisional year). Term 1 year Renewable No — not renewable. If you can't finish in 1 year, you must reapply. Continuing Education n/a Reciprocity None — no reciprocity with any state. Effective Date July 1, 2026 Insurance Reimbursable Yes — services billable to insurance if the supervising psychologist is an eligible contracted provider; rate commensurate with training (Act 93). Notes A 'psychological assistant' working under a psychologist who does not hold out as licensed does NOT need this provisional license.

Scope & Exemptions
Who must be licensed? (HRS §465-2)
Licensure is required for anyone who represents themselves as a "psychologist" or "associate psychologist" OR engages in the practice of psychology.
Who is exempt? (HRS §465-3)
- College or university faculty teaching, lecturing, or doing research within their academic employment.
- Persons working under a licensed psychologist's direction who do not call themselves a psychologist or associate psychologist or imply licensure.
- Government school psychologists, psychological examiners, or non-diagnostic/non-treatment positions acting in that role.
- Students in a psychology training program who do not represent themselves as a psychologist or associate psychologist.
- Members of other licensed professions or clergy within their own scope.
- Certain U.S. Department of Defense psychologists providing telehealth to neighbor-island beneficiaries under specified conditions.
